I'm an from St. Louis Missouri and in Missouri it is illegal for a high shcool to have anything but a 1 meter board. We only compete 1 meter so it really isn't even neccessary to have anyhting more. My school doesn't even have a pool so we practice at a Rec Center which has two 1 meter boards that are very good. most high schools in the area do ahve pools with boards, though. In St. Louis there is only two places where a tower set is found and only a handful that have three meter boards. Most of which are colleges which don't allow clubs to practice there. The two prominent diving clubs have full sets of tower and three meters and most of the serious divers train at one of those clubs. The liability is what makes it harder in Missouri because high taxes are placed on pools that have those boards. Hope this helps.
