I can't imagine the reasoning is to do with it being a distraction to the judges during the dive, as it would be smaller than many/most wrist guards.
As for the glitter; well why would you want to? Wouldn't wanna slip for starters (glitter is generally applied with a gel, and gee, I don't even like wear cream).
But secondly, another reason that comes to mind. Glitter is a dangerous and shocking thing to get in your eyes. You could wipe yourself with your chamois and get a piece of it in your eye and have it shift mid-hurdle/dive and have a disaster on your hands.
And that's just you. You get get it all in the water and someone else may get a piece in their eye, or hair or chamois and end up with it in their eye. I would support that rule for those very reasons alone (especially on yourself, when you DO dry yourself with your chamois and do wipe your face with it - glitter in the eye is too dangerous for diving).
